摘　　要：发展的根本目的是为了增进民生幸福,增进民生幸福需要实现民生资源的优化配置。知识产权是促进社会发展极其重要的动力资源,但过分强调技术创新和经济增长的传统知识产权战略会导致民生发展目标的偏废。民生幸福应该成为知识产权战略的根本使命,民生幸福导向的知识产权战略是实现民生幸福的重要途径,有助于实现知识产权与民生幸福的耦合互动。实施民生幸福导向的知识产权战略,关键是要制定有利于促进民生幸福和产业结构优化升级的知识产权政策,强化市场导向的知识产权创新机制,培育有利于促进民生幸福的知识产权文化。The fundamental goal of development is to improve the well- being of the people's livelihood,which requires the realization of the optimum allocation of people's livelihood resources. Intellectual property is the very important power resource to promote social development,but the traditional intellectual property strategy which over emphasizes technological innovation and economic growth may lead to the failure of people's livelihood development goals. The well- being of the people's livelihood should be the fundamental mission of intellectual property strategy,and the intellectual property strategy oriented of people's livelihood is an important way to realize the well- being,which promotes realizing coupling interactions of intellectual property and the well- being of the people's livelihood. The key to implementing the intellectual property strategy oriented people's livelihood is to formulate intellectual property policies which benefit the promotion of well- being of the people's livelihood and optimization and upgrading of industrial structure,to strengthen innovation mechanism of market- oriented intellectual property,and to cultivate intellectual property culture which is beneficial to the promotion of people's livelihood.
