墨西哥培尼亚政府教育改革过程研究——基于制度分析和发展框架的视角

摘　　要：文章以制度分析和发展框架的行动舞台理论分析墨西哥培尼亚政府教育改革过程,通过对其中行动情境、行动主体及其相互间博弈的具体分析,指出在培尼亚政府教育改革过程中,存在着政府与教师工会的博弈,同时墨西哥国内存在着多种因素制约教育改革政策的实施,改革成效有待进一步观察。The main purpose of this paper is to analyze the process of Pe-a Government’s educational reform policy by the Action Arena Theory of the Institutional Analysis and Development （ IAD） . Through a careful analysis of the policy environment, policy subject and the game between the factors, the research proves that in the process of Pena government education reform,there exists a game between the government and the teachers’ union;meanwhile there are many kinds of factors that affect the implementation of the edu-cation reform policy. The reform,however,needs more meticulous observations.
