摘  要:香港的地理区位、人口结构、政治体制、文化传统等决定了香港中小学公民教育变迁的基本历史路径。现阶段香港中小学公民教育形成了以学生为中心,采用生活事件方式的新策略重组课程的参与式公民教育模式,在公民教育的目标、课程设置、课程内容、教学方法等方面都有了新的改观,表现为个人公民国民相一致的公民教育目标,符合学生身心发展规律的课程组织方式,以生活事件为依托的公民教育内容,以效果导向的多样化公民教育实施途径。当前,如何在一国两制、港人治港的政治架构下,根据香港特别行政区区情,进一步推进香港中小学公民教育发展,仍是一个任重而道远的艰巨任务。The geographic location, demographic structure, political system and cultural tradition all shape the development of the HK middle and primary civil education. The modern HK middle and primary school civil education has given priority to students and civil education, with renewed curriculum ,focuses on interaction and the introduction of daily events, which revolutionized the objective of civil education, course design and contents as well as teaching methods. Under the current education design, individual and nation as a whole share one education aim, and students' physical and mental development is tre- mendously encouraged. At present, how to further promote the development of HK middle and primary civil education under the political framework of "one country, two systems" and HK self - ruled policy still remains an arduous task and has a long way to go.
