摘　　要：制度是制度文化的表现形式,职业院校文化建设要坚持民主、科学、依法治校基本价值理念,发挥其教育、评价、指引、整合功能。System is the manifestation of institutional culture ,and the culture construction of vocational colleges should stick to the basic values of democracy ,science as well as law phi‐losophy ,and develop its function of education ,evaluation ,instruction and integration .
