摘　　要：[目的]对检验检疫系统国际旅行卫生保健中心的核心能力及技术支撑能力建设内涵及评价体系支持理论进行探索,建立与口岸卫生检疫技术保障要求相适应的评价体系。[方法]应用文献研究法分析国内外文献和上级部门印发的有关文件;根据分析结果,从理论和实践上阐述核心能力及技术支撑能力建设的具体内涵,构建其评价体系;搜集整理典型案例,应用案例研究法进行验证。[结果]经研究建立3个层次的指标体系,具体由目标层、准入层与指标层构成。案例分析显示,上海保健中心核心能力及技术支撑能力建设评价总分值为0.961,为A级,说明该中心的核心能力建设及技术支撑能力建设较强;由准入指标达标率来看,应重点加强预警能力、突发公共卫生处理能力方面的建设力度。[结论]保健中心核心能力及技术支撑能力建设评价体系具有较强的操作性和实际应用价值,可对核心能力及技术支撑能力建设起到指导性作用。Objective] To establish the evaluation system for core competence and technological support capability of International Travel and Healthcare centers in Entry-Exit Inspection and Quarantine system based on current situation and problem-oriented research,in order to provide a guidance and orientation in capacity building practice. [Methods] A literature research was made for literatures and relevant docu-ments of National Ministry of health and General Administration of Quality Supervision,Inspection and Quarantine（AQSIQ）. An indicator system evaluation method was conducted from both theoretical and practical perspective according to the research result. Shanghai International Travel and Healthcare center was chosen as a sample. [Results] In accordance with the data,experiences and facts acquired,we es-tablished the evaluation system as target level,access level and indicator level. The case study showed that the core competence and technological support capability of Shanghai center was strong. But the in-formation management capability and public health emergency control ability should be enhanced. [Con-clusion] The evaluation system for core competence and technological support capability of International Travel and Healthcare centers has great practical significance and theory value,thus could play as a direc-tive role in the process of core competence and technology support ability construction.
