浅议浙江省环境经济政策体系建设现状及“十三五”发展重点

摘　　要：环境经济政策因具有手段灵活、实施成本相对较低等特点得到环境管理者的广泛青睐。当前,浙江省已初步形成环境经济政策体系的基本框架,但也面临法律支撑不足、配套政策不够等问题。"十三五"时期,浙江省需要对环保投融资政策、环保税费制度、资源市场化配置政策、生态补偿制度、绿色金融政策体系和行业环境经济刺激政策进一步优化和完善,形成科学、系统的环境经济政策体系,促进浙江省环境保护事业发展。Environmental economic policiesare widely favored by environmental managers because of its flexibility and rela- tively low implementation cost. Zhejiang has formed the basic framework of environmental economic policy system, but there are still some problems, such as the lack of laws supporting and supporting policies. Environmental protection investment and finan- cing system, environmental taxes and fees system, market - oriented allocation system of environmental resources, ecological com- pensation system, green financial system, and industry environmental economic policy should be optimized in the ＂13th Five - Year＂ plan, forming a more scientific and systematic environmental economic policy system.
