摘 要:伴随着经济新常态的到来,中国农业也呈现出"新常态"的特征。文章主要从农业的高成本生产和农产品的消费结构全面升级两个维度概括了农业"新常态"特征。在"新常态"下,农业高成本使农业劳动力呈现兼业化、老龄化特征,农产品消费结构升级引发社会大众对农产品质量安全的关注度大幅提升,未来将出现劳动密集型农产品面临挑战与资本技术密集型农产品迎来机遇共存的局面。应对农业"新常态",关键是处理好市场与政府的关系,政府应在充分发挥市场调节作用的前提下,加大对农业的支持力度,具体措施包括:引导农户发展适度规模经营;扶持农产品加工等配套产业;加强农业从业人员技能培训;牢固树立营养指导消费、消费引导生产的理念;以科技创新为引领,努力推动农业走高质量、高附加值的可持续发展之路。As China's economic development enters a "new normal" phase, China's agriculture also presents a " new normal". This article summarized the " new normal" characteristic agriculture mainly from the upgrading of consumptionstructure and high cost of agriculture producing. In the " new normal", agricultural high cost makes agricultural laborcharacterized with industry and aging, and the upgrading of consumption structure causes people to pay more attention tothe quality and safety of agricultural product. The solution to deal with the "new normal" agriculture is to coordinate therelationship between the market and government. The government, in the premise of giving full play to the market regu-lating function, should increase the support to agriculture, for example, to guide farmers to develop appropriately opera-tion, to help develop the supporting industries such as the processing of agricultural products, to strengthen the agricul-tural workers" skill training, to firmly establish the concept of nutrition guiding consumption and consumption guiding pro-ducing, to develop agriculture sustainabty with high quality and high added value.
