论地方公安本科院校深化综合改革的四个维度——基于学校内部的视角

摘　　要：在我国全面深化改革的新阶段,地方公安本科院校深化综合改革要着力从办学定位、教育理念、学校效能、治理结构四个方面解决存在的突出问题。办学定位应确立为公安类复合应用型,以适应现代警务对人才培养的需求;教育理念应突出特色发展理念,立足地方、服务公安,强化协同育人、文化育人、实践育人;学校效能应注重以公安需求为导向,应建立独具特色的评价体系,进行持续地改进,促进办学水平和人才培养质量的提升;治理结构应以党委领导下的校长负责制为核心,协调好各种关系,推进建立中国特色公安高校现代大学制度。On the new stage of overall deepening reform, local police undergraduate colleges are deepening overall reform to solve key problems from four perspectives： school positioning, educational philosophy, school efficiency, and governance structure. School positioning is suggested to be comprehensive and practical police education to meet the need of modern policing of talent. Educational philosophy needs to highlight the idea of characteristic development, ＂district-oriented＂ development, service for policing development, and emphasizing the developing of synergetic education, culture education and practice education. School efficiency emphasizes demands of policing, building architecture of practical police education, and maintaining sustainable improvement for the development of schooling level and talent quality. Governance structure should be under the leadership of the Party committee, coordinating several relationships, to operate the Chinese characteristics police undergraduate college system.
