摘　　要：中国城市正在积极探索产业技术研究院建设模式,为实现自我绩效考核,急需建立特质化评价体系,用于指导不同等级城市产业技术研究院绩效的提升。考虑到大多数中等城市产业技术研究院建设起步较晚,结果效益指标尚未充分体现,在评估其运行绩效时,设计了除结果层指标外还包含行为态度、运行过程在内的3个一级指标绩效评价体系,利用网络层次分析法(ANP)对该指标体系进行处理并得到相应指标权重。最后,分析了中等城市产业技术研究院现状,并提出相关建议。Chinese city is actively exploring the Research Institute of industrial technology building model ,for realizing per‐formance evaluation ,the urgent need to establish the evaluation system of different level characteristics ,w hile guiding Cit‐y optimized operation to improve the performance of the industrial technology research institute .Considering that most of the Medium‐sized City Industrial Technology Research Institute of construction started late ,the results have not yet fully reflect the benefit index ,so this paper in the evaluation of its performance ,the design of performance evaluation system in addition to the results index also contains the attitude toward the behavior ,operation process ,3 first level indexes .The index system will be processed to the index weight with the analytic network process （ANP） .Finally ,analyzes the exist‐ing problems of secondary urban industrial technology research institute ,and put forward the construction of opinion .
