摘　　要：落实企业社会责任是提高国家治理能力和社会治理能力的重要途径之一。本文以烟台开发区政府主导推动建立企业社会责任考评体系的成功实践为例,从创立动因、建构过程、推动实施和经验启示等方面进行了分析和归纳:以政府为主导推动企业社会责任文化建设是落实企业社会责任的有效手段,也是以企业社会责任文化建设推动社会和谐发展的必由之路。To carry out enterprises’ social responsibility is one of the important paths of promoting the country’s governing ability and social governing ability.This article, taking the successful practice of Yantai open economic zone government which dominant drives establishing the evaluation system of enterprises’ social responsibility,analyzes that it is the effective means of carrying out enterprises’ social responsibility that making the government as leading to promote the cultural construction of enterprises’ social responsibility and it’s also the only way for enterprises’ cultural construction to promote the harmonious development of society.
