摘　　要：论述了我国开放大学的历史背景、成立原因和意义。指出开放大学是新型的教育集团、平民大学、在线大学、职场大学和巨型大学。提出通过创新合作办学模式及人才培养模式、完善"宽进严出"的质量保证体系、创新教学资源建设机制、推进大学内涵建设等举措,建立与维护开放大学的声誉。提出了完善政府对开放大学支持与管理的相关政策建议。The paper discuss the historical background, reasons and significance of the establishment of the Open University in China. Pointed out that the Open University is a new type of education group, civilian university, online university, career university and megauniversity. Through innovation of cooperative education mode and talent training mode, establish ＂ wide into severe out＂ quality assurance system, innovation of instructional resources construction mechanism, and promote connotation construction, to establish and maintain the reputation of Open University. Put forward some policies and suggestions on the government how to support and manage Open University.
