摘  要:比较国外、国内聘用制专职科研人员与编制内专任教师的比例,论证了国内大学推行专职科研人员制度化的必要性、可行性及对高校丰富人力资源、科研团队建设、吸贤引智以及研究生实践教学的利好之处,分析了大力推行该制度需要注意的高校、教授和专职科研人员的合同关系建立、制度保障和高校的有效管理机制等关键问题。This paper compares the proportion of full - time employees under appointment system to authorized full - time teachers in China and abroad, it expounds and proves the necessity and feasibility of full - time employment system, which is pushed by our national universities. And it can also enrich human resources, strengthen the construction of research team, and favor the practical teaching of graduate students. This paper analyzes some key questions, such as the universities which are needed to be taken notice of, the establishment of the contract relationship between professors and full time research staffs, and system security and effective management mechanism and so on.
