摘 要:基于压力-状态-响应(PSR)模型构建哈尔滨生态安全评价指标体系,运用层次分析法(AHP)确定指标权重,根据国家及行业规范确定各指标的评价标准;通过综合指数计算方法得到哈尔滨中心城区及各行政区的生态安全综合指数,并确定生态安全综合指数等级,最后对哈尔滨中心城区范围内各行政区的生态安全状况进行比较分析。结果表明,哈尔滨生态安全水平逐年提高,但各行政区之间存在差距,除道外区、呼兰区和阿城区外,其他行政区处于较安全水平;据此,提出了提高哈尔滨生态安全水平的城市规划与建设策略,为进一步研究城市生态安全状况奠定基础,为城市环境管理、城乡规划与生态城市建设提供科学的依据。The evaluation index system was constructed based on PSR model, and the weights were determined through the analytic hierarchy process(AHP). According to the national and industry standard, the standard of urban ecological security evaluation index was determined, and the level of ecological security index was calculated.Finally, the ecological security level was compared and analyzed between different districts. The results showed that the level of ecological security increased year by year and showed a spatial heterogeneity between different districts.The ecological security index was within the safety level(Class Ⅱ) except the Daowai, Hulan, and Acheng districts.And then the city planning and construction strategy of Harbin were put forward to improve the ecological security level. This research lays a foundation for further study of city ecological security status, and provides a scientific basis for the urban and rural planning and the city environmental management.
