摘　　要：为了认清和解决基层公共图书馆服务体系建设的关键问题,论文通过对基层公共图书馆服务体系建设研究进行总结分析,指出"公众需求"的研究视角需要明确、补足。认为要实现基层图书馆存在的价值,应该建设公众需要的公共图书馆服务体系,时刻注重服务对象的需求。The summarization about the study on the construction of public library service system at the basic level is presented in this paper in order to find out and then solve the key problems in its construction. It points out that the public demands, the crucial factors, must be made clear and supplemented in this study. It believes that to realize the grass-roots libraries＇ value of exist, we should construct public library service system of public needs, always pay attention to the needs of the service object.
