摘 要:采用评价收入公平的基尼系数的概念,构建了以人口、GDP、水资源量和幅员面积为指标的区域基尼系数,以及新鲜用水量、工业增加值为指标的行业基尼系数,对四川省2013年COD、NH3-N、SO2以及NOX排放的环境基尼系数的计算。结果显示,四川省基于人口的基尼系数高度平均,基于GDP的基尼系数处于比较平均,污染排放与经济社会发展密切相关。而基于水资源量和幅员面积的基尼系数极不均衡。说明污染物排放与环境承载力在时空分布上的不均衡。基于新鲜水和工业增加值的行业基尼系数同样属于极不均衡,反映了四川省结构性污染问题突出。Using the concept of Evaluating equitable income Gini coefficient, this paper established the regional Gini coefficient based on population, GDP, water resource amount and covering area, and industrial Gini coefficient based on fresh water consumption, industrial added value. The environment Gini coefficient of COD, NH3-N, SO2 and NOx emissions in 2013 were calculated. The results showed that in Sichuan Province, the Gini Coefficient based on population was highly averaged, the Gini coefficient based on GDP was slightly averaged. The pollution was closely correlated with economic and social development. The Gini coefficient based on water resource amount and covering area were very uneven, indicating that emissions of pollutants and environmental carrying capacity were unevenly distributed in space and time. Industrial Gini coefficient based on fresh water and industrial added value were also very uneven, reflecting serious structural pollution problem in Sichuan Province.
