摘　　要：政府直接资金扶持企业创新存在潜在风险,这些风险包括,由单一企业与政府创新扶持博弈所引起的基础性风险,以及多个企业与政府之间创新扶持博弈产生的积累性风险。基础性风险及积累性风险内部又各有不同的次级风险。基础性风险与积累性风险以及各自内部的次级风险相互强化、相互影响,形成一种系统性的风险结构。可以建立综合性的扶持体系,进行多方治理,以减弱风险相互之间的自强化动力,最大程度得削弱风险的不利影响。Immediate money support of government for the innovation of enterprises may produce potential risks. These risks are composed of basic risks caused by the negotiation of innovation support between a single enterprise and a local government,and the accumulative risks caused by the negotiation of innovation support among enterprises and the local government. Basic risks and accumulative risks include different secondary risks respectively,and they and their own inner secondary risks both reinforce,affect mutually to form a kind of systematic risk structure. It may build up comprehensive support system to make a multilateral governance in order to weaken the self- strengthening motivation among these risks,and reduce,to most extent,the bad influence brought about by these risks.
