区域资源环境承载力评价与产业结构调整优化策略——以鄱阳湖生态经济区为例

摘　　要：运用资源环境承载力相关理论,建立资源环境承载力综合评价体系,对鄱阳湖生态经济区2009-2013年资源环境承载能力进行计算和分析。在此基础上建立区域产业结构与生态环境互相作用的经济模型,分析鄱阳湖生态经济区产业结构效益和产业生态和谐指数情况。研究结果表明,鄱阳湖生态经济区产业结构效益和产业生态和谐指数水平还比较低,产业结构和生态环境协调性总体呈下降趋势,在产业发展过程中尚未充分发挥生态环境的承载潜力,从而造成产业发展超过生态环境承载能力的趋势在增强。最后,提出优化产业空间布局、着力构建绿色产业体系、提高产业能源利用效率的产业结构调整优化政策建议。Resources and environment carrying capability theories are used to build up the comprehensive evaluation system of re- source and environment carrying capacity and calculate and analyze the resource and environment carrying capability of Poyang Lake Ecological Economic Zone from 2009 to 2013. On this basis, it builds up econometric model of action mecha- nism between economy and environment to analyze the industrial structure benefit and the industry-ecosystem harmonious index in Poyang Lake Ecological Economic Zone. The results show that the industrial structure benefit and the industry-e- cosystem harmonious index in Poyang Lake Ecological Economic Zone are low and the coordination of industrial structure and ecological environment presents downtrend. Potential carrying capacity has not been brought into full play in the course of industry development, causing that the trend of industry development over resource and environment carrying capacity is upward. Finally, the research is concluded with the following policy recommendations of adjustment and optimization of in- dustrial structure： optimizing the spatial layout of industry, establishing the green industry and increasing the energy utility efficiency of the industry.
