对企业产品质量国家标准偏低的法律思考

摘　　要：近年来,一方面我国部分企业生产的产品质量不高,另一方面一些外国企业输入我国的产品质量低于企业自身生产标准,导致产生产品安全隐患。一个重要原因就在于我国对企业产品所制定的国家标准偏低,与国际标准差距较大。随着公民健康和安全意识的不断提高,对产品质量的要求也越来越高;另外,我国经济向世界经济高端的推进速度在加快,要求我国企业输向国外的产品质量由低端向高端进发。因此,有必要修改我国1989年开始执行的《标准化法》,实施"国家标准战略",提升国家标准,尽量使国家标准与国际标准接轨,加强监管,强化标准的法治化工作,促使企业提高产品质量,提升我国企业的国际竞争力。In recent years, poor product quality problems have been frequently seen in our country. Even more and more foreign en- terprises get involved. There are numerous causes of these product quality problems, but the fundamental one is that our country sets, with inadequate supervision as well, a low national standard for enterprise products, which is much lower than the international standard. With the improvement of better health and safety awareness, people are having higher and higher requirements for product quality. The speed of our country＇s economy forwarding to the world of high-end economy has been accelerated, requiring the improvement of the export products＂ quality from the low-end to the high-end. It asks for the amendment of the standardization law set in 1989 in China, to raise the national standard of enterprise products and thus try to make it in line with the international standard. There is also a requirement for strengthening supervision and encouraging enterprises to improve product quality, to protect citizens＂ health right and life right and to promote the development of science and technology in China and the international competitiveness of Chinese enterprises.
