摘　　要：我国植物新品种实施海外发展战略具有必要性,也具有现实可行性,应尽早实施"选择性走出去"的战略,具体路径是,坚持政府推进原则,做好植物新品种权海外发展战略的"顶层设计",通过政策导向、有选择性地分步进行海外植物新品种权布局,通过立法推进形成商业化育种新机制和完善品种权保护制度,切实增强本国育种创新能力。Based on the realistic feasibility analysis of overseas development strategy of new varieties we should select ＂going out＂ strategy as soon as possible. Therefore, we must insist on the principle of government promotion, and do top-level design for overseas development strategy of new varieties. Through policy guidance, selectively stepwise layout of new plant varieties overseas, and through legislation to promote the formation of commercial breeding new system and protection system of new varieties, Chinese ability of breeding innovation will be enhanced.
