摘　　要：文化治理是各种利益相关方对公共文化事务的共同治理,体现着对文化管理的提升和超越。为更好地提升地方政府文化治理能力与治理水平,应将文化善治作为提升地方政府文化治理能力的根本价值目标,将民主治理、法治治理、科学治理、合作治理与文明治理作为提升地方政府文化治理能力的基本价值目标。Cultural governance is co-governance of various stakeholders on the public cultural affairs, and embodies the ascension and transcendence of traditional cultural management.To promote the cultural governance ability of local government, the fundamental value goal should be good governance of culture, and the basic value goals should be democratic governance, governance by law, scientific governance, cooperative governance and civilized governance in the promotion of cultural gov-ernance ability of local government.
