摘  要:教育质量监测是促进教育质量提升、教育均衡甚至国际比较的重要途径。教育质量监测的结果是基础教育改革的重要参考。我国目前的教育质量监测都是在国家和省市层面开展的,监测的单位以省市为主,很少关注到班级、学生的层面。学校和学生层面的教育质量监测以学业诊断为目的、以现代测量理论为核心理论。学业诊断的结果可以将知识学习和能力培养联系起来,实现横向和纵向的比较分析,对提高教师的教学质量和学生的学习能力有着重要的指导意义。The education quality monitoring is an important way of promoting education quality, educa- tional equilibrium, and even international comparison. The result of education quality monitoring provides important reference to basic education reform. However, the education quality monitoring has been car- ried out mainly on the national, provincial and metropolis levels, with provincial and metropolitan units as monitoring subjects, paying little attention to the levels of class and students. The education quality monitoring on the class and student levels bases itself on learning diagnosis as purpose and modern meas- urement theory as the core theory. The result of the learning diagnosis is acquired by combine knowledge gaining with ability nurturing and horizontal and vertical comparative analysis. It has pedagogical implications for monitoring teachers' teaching quality ad students' learning ability.
