摘  要:当前,面对世界经济复苏艰难、宏观经济下行压力加大的复杂形势,国内各个企业纷纷推动发展方式进一步由"外延式扩张"向"内涵式增长"转型,人力资源作为企业最能动的要素,具有创新的能力和智力资本,支撑着企业核心能力构建,是实现企业提质增效发展的关键因素。改革开放三十多年来,有关人力资源管理的理论、方法、工具已经比较成熟全面。但是,由于各行各业面临的内外部环境各有不同,企业发展阶段和行业现状千差万别,管理成本高、员工活力不足、工作效率低、创新能力差等问题仍然不时困扰着企业管理者。其根本原因是没有掌握人力资源管理的实质精髓,企业在具体实施人力资源管理的过程中不加区分、生搬硬套的情况还普遍存在,从而难以达到理想的管理效果。为此,我们必须坚持问题导向,从推动企业内涵式发展的角度,发动企业全员关注、分析、解决企业面临的发展建设问题,提升员工发现问题的敏锐、正视问题的清醒、解决问题的自觉,建设基于问题导向的员工自主管理长效机制。Currently, under the complex situation of the difficult global economic resurgence and of the increasing pressure of macro-economic downturn, enterprises at home in succession further push forward their growth mode to transform from "denotative expansion" to "connotative growth" . As the most dynamic element for enterprises, human resources, characterized by innovation capacity and intellectual capital, is a crucial factor to improve quality and effectiveness by supporting their core capability construction. Although, over the past three decades of our reform and open to the outside world, there have been comparatively mature and comprehensive theories, methods, and tools on human resources, such existing problems still puzzle managers as various internal and external environment for all walks of life, different enterprise development stage and industry status, high management cost, insufficient employee energy, low working efficiency and weak innovation ability. Aiming at the above problems, the fundamental reason lies in the lack of completely understanding the essence of human resources. For example, it is common that enterprises usually implement human resource management indiscriminately, blindly and mechanically, failing to reach expected effects. Herein, from the perspective of promoting the connotative growth of enterprises, we shall persist in taking advantage of problem orientation to call for all employee to concern over, analyze and solve problems enterprises faced with in the process of development, to enhance their sensitivity and consciousness to find out and figure out problems, and to construct a long -term mechanism on PBL employee autonomous management.
