浅论我国地方开放大学面临的困境和对策

摘　　要：开放教育相对于传统函授教育是一种全新的教育模式,它是基于信息技术和网络技术而发展、壮大起来的。自1999年开放教育在电大系统试点以来,开放教育逐渐为广大民众所了解和接受。2012年7月在借鉴国外开放大学经验及我国开放教育稳步发展的基础上,以原中央电大为依托成立国家开放大学。以此为契机,电大系统开始在全国范围内向开放大学的框架和理念推进,但广大中小城市的地方电大在转型过程中面临诸多困难和不足。在分析不足基础上提出相应对策,以便更好、更快地推进我国地方开放大学的发展。Relative to traditional correspondence education,open education is a brand-new education model,whose development and growth is based on information technology and network technique.Since the pilot program of open education in RTVU system in 1999,general public has gradually gained understanding and acceptance.Learning from the overseas open university experience and based on the steady growth of open education in China,the Open University of China was established in July,2012 on the basis of CCRTVU.RTVU system extends framework and ideas of the open university to the whole country.But local RTVUs in many medium and small cities face many difficulties and shortcomings in the transition process.The study tends to analyze and propose strategies in order to further develop and improve the local open university reconstruction in China.
