摘　　要：师范生免费教育政策已经实施9年,社会各界对其褒贬不一,为明确政策相关者的利益得失,对政策涉及的各方利益主体采用实证的方法进行调查,并在调查基础上廓清政策执行过程中存在的问题,进而结合各方利益相关者的意见及笔者的思考提出政策实施的改进建议。The policy of free charge normal education has been published nine yeas. There are both some supporters and opponents on this policy. To clear the interest share situation of all stakeholders involved in this policy,we have investigated the stakeholders using empirical methods. On the basis of it, we have found some problems of the free charge normal education policy during its implement. Accepting some ad- vices of all stakeholders and exploring some thoughts of the author, this article proposed some improve- ment suggestions on the implement of this policy.
