摘　　要：本文通过对创新券设立原则、类型、存在问题进行分析,从设计规划、服务机构建设、运行服务平台构建、多样化设立、扩大创新券使用范围等方面探讨促进创新券高效使用的措施,以期形成中小微企业和创新团队利用科技资源积极开展科技创新活动的良好生态环境,实现大众创业万众创新的良好局面。This paper, through the analysis on theset principles, types and existing problems of innovation voucher, from planning and design, construction of serviceagencies, construction of operation service platform, diversified establishment and expansion of innovation voucher using range, discusses the measures to promote the effective utilization of innovation voucher, in order to form a good ecological environment in which small and micro enterprises and innovation team use scientific and technological resources to actively carry outscientific and technological innovation activities, achievinga good situation of massinnovation and public entrepreneurship.
