摘  要:基于顶层设计思维和系统实施策略,通过建章立制、选拔优质生源,为定向直招士官人才培养建立了制度保障并奠定了良好基础条件;通过军地协作,创新了定向直招士官人才培养的新理念、新机制和新模式;通过军校企三方联合培养,加强了定向直招士官生的军政素质和专业技术技能培养。Based on the top design and system implementation, the system guarantee has been set up and a good foundation has been laid by establishing rules and regulations and by selecting excellent? students for the training of noncommissioned officer through directional enrollment; the new concept, the new mechanism and the new model have been innovated for the training of noncommissioned officer through directional enrollment through the collaboration of the army and civilian units; and the cultivation of their military and political quality and their professional and technical skills have been strengthened through the joint training by the army, colleges and enterprises.
