构建《高校社会服务法》,提升高校办学质量

摘　　要：美国"威斯康星思想"首次提出了高等学府应该具有为社会服务的功能。在美国《莫里尔法案》、《哈奇法案》、《合作研究法》、《国防教育法》、《国家和社会服务法》等涉及高校社会服务的法案推动下,美国许多高等学府社会服务取得了令人高兴的成就。借鉴外国经验,对构建我国的《高校社会服务法》,在立法宗旨与总则、服务人员、高等院校开放、科技、技术专利服务、信息咨询等体系与高校社会服务的实施等方面,提出了若干建议。American Wisconsin Idea put forward for the first time the function of colleges and universities serving the society.In the United States,promoted by the Morrill Act,the Hatch Act,the Cooperative Research Act,the National Defense Education Act,the National and Social Service Act and other related bills to social services of higher education,many American universities have made gratifying achievements in social services.Referring to the foreign experience,the paper gives suggestions on construction of China＇s Social Service Law of Higher Education in the legislative purpose and general provisions,the service personnel,openness of colleges and universities,the science and technology,patented technology services,information consulting and other systems and its implementation.
