摘 要:目前,部分高职院校虽已施行院级两级管理制度,但并非完全摆脱一级管理模式,即体制改革不完善,从而使教学资源无法实现院系两级管理模式下的治理机制。这就需要明确教学资源与院级管理和系、部管理之间的关系,通过转变管理者对院系两级管理的体制观念、明确院、系两级管理的职责、权限和利益,促进管理重心下移,扩大系部教学管理自主权,提升院级教学资源的宏观调控、加强系部教学资源的微观管理,建立"院级管理为主导,系部管理为核心"的院系两级管理体制下的教学资源治理机制,以实现教学资源的优化配置。at present, some higher vocational schools have established the School- Faculty Two- level Management System. However, the system reform is not so perfect as the former one- level man-agement mode is still playing its role in some aspects. As a result, teaching resources can not be well managed under the new governance system. So it is necessary to clarify the relations between the differ- ent management levels - the school, the faculty, and the department, so as to better manage teaching resources. Managers' understandings on the new two- level management system should be changed. Re- sponsibility, authority, and interest of faculty and department should be clearly defined. Department should be empowered to manage more independently the teaching activities within own department. Meanwhile, the faculty should act more to macro manage the teaching resources and make micro- man- agement on faculties. Establish the teaching resources governance system of School - Faculty Two - level Management System which features by "dominate by the school management and centered on faculty management", so as to achieve the optimal allocation of teaching resources.
