电子商务服务业集聚区的形成机理研究

摘　　要：电子商务服务业集聚区在增强地方产业竞争优势和拉动经济增长中发挥了重要的作用,对集聚区的形成机理进行深入分析从而促进集聚区的健康发展是一个值得深入研究的重要课题。首先通过将电子商务服务业集聚区系统分成3个相互作用的模块,分析了集聚区的系统结构,然后从自组织理论视角将电子商务服务业集聚区的演化过程分为自组织创生和自组织进化2个阶段,对集聚区的自组织形成机理进行分析,最后从他组织理论视角分析了政府部门的外部干预力对集聚区系统形成的推动作用。研究表明:电子商务服务业集聚区的自组织创生过程就是集聚核的培育过程,以及在相应的集聚势作用下形成企业群落的过程,电子商务服务业集聚区的自组织进化过程就是通过竞争与协同作用促进主导产业的生成过程,以及在主导产业的支配下形成集聚区系统的过程;政府行为作为他组织动力,在电子商务服务业集聚区的发展中能够起到重要的推动作用,但政府部门不应过度干预集聚发展过程。研究结果为政府部门进行电子商务服务业集聚区发展规划提供了决策依据。E-commerce service industry agglomeration districts play an important role in enhancing the competitiveness of local industry and the economic growth, The in-depth analysis of the formation mechanism of the industry agglomeration district is an important topic worthy of further study for promoting the healthy development of the industry agglomeration district. At first, the e-commerce service industry agglomeration district system is divided into three interacting modules and the system structure of the industry agglomeration district is analyzed. And then from the perspective of self organization theory, the evolution process of the e-commerce service industry agglomeration district is divided into two stages as self creation and self evolution, the self organization mechanism of the industry agglomeration district is analyzed. At last, from the perspective of be organized theory, the promoting effect of the external force from government departments is analyzed. Studies have shown that the self organization process to create e-commerce service industry agglomeration district is the very process of cultivating the agglomeration nuclear, and the formation process of the enterprise community with the potential role of agglomeration power, the selforganization evolution process of the e-commerce service industry agglomeration district is the very process of promoting the generation of leading industry with competition and cooperation, and the process of the formation of the agglomeration district system in the control of dominant industry. The government departments act as the external force play an important role in promoting the e-commerce service industry agglomeration district, but the government departments should not intervene the agglomeration development process excessively. The results will help the government departments carry out the development plan for the e-commerce service industry agglomeration districts.
