摘　　要：习近平总书记在陕西考察调研期间,对陕西经济社会发展提出了"五个扎实"的新要求,具有重要的指导意义,也是陕西高校改革发展的强大理论指导。"五个扎实"指导陕西高校抓好人才培养这个中心工作,落实教学工作的基础地位,切实加强大学文化建设,深化改革,依法治校。During General Secretary Xi Jinping＇ s investigation in Shaanxi, the new requirements of ＂Five Fundamentals＂ concerning economic and social development in Shaanxi offer an important guiding significance, which is also a strong theoretical guidance for the reform and development of universities in Shaanxi. ＂Five Fundamentals＂ provides a guidance for universities of Shaanxi Province to pay special attention to the personnel training work of universities in Shaanxi, implement the basic status of teaching work, and strengthen the construction of university culture, deepen the reform, and manage the university according to law.
