摘　　要：新建本科院校构建与实施教学质量监控体系,应以全面提高教学质量为价值取向。深刻理解质量监控体系全面提高教学质量的价值取向,科学制定全面的教学质量标准与质量监控评价体系,全面提高教学质量的监控体系应强化教学主体监测诊断。The construction and implement of teaching quality monitoring system in undergraduate universities should be oriented toward an all-round improvement of teaching quality. Only with a deep understanding of this orientation,can a scientific teaching quality monitoring system be constructed. Besides,an all-round improvement of the monitoring system should place emphasis on monitoring and diagnosing of education subjects.
