摘　　要：2014年高引用科学家引领并代表着全球最前沿的科学理念,来自世界各地的3 215位研究者以其发表的高被引论文的被引次数在相同时段、相应领域中位列世界前1%的世界影响力获得这一殊荣。通过梳理和分析该名录,发现我国在学科发展、科技创新的国际地位有很大提升,但与世界科技强国相比差距仍然很大,在总结原因的基础上,提出应理性认识"高被引率"的学术评价功能,总结其透射出的中国科技发展的未来图景等有价值信息,以国家创新主体的中国高校为切入点,以期对如何冲破和跨越现有高校治理结构和管理体制中阻碍创新的制度壁垒,在我国建立创新驱动型科研管理体系与策略有所启示。Highly Cited Researchers 2014 represents the world's leading minds. About 3 215 researchers from across the world earned the distinction by writing the greatest numbers of reports officially designated by Essential Science In-dicatorsTM as Highly Cited Papers-ranking among the top 1%most cited for their subject field and year of publication, earning them the mark of exceptional impact. The finding by analysis of the list of Highly Cited Researchers 2014 is that China's international status has been greatly improved in discipline development and technological innovation. However, comparing with those scientific peers, there are still great gaps on many fronts. Universities in China regarded as the main strength of innovation, have the responsibilities for crossing the barriers of current university governance structure and management system. And the valuable information the list obviously shows would have help us find how to reform the scientific management system and innovation strategy more effectively in the future.
