摘　　要：科学的教育发展首先要基于正确的教育问题意识,在目标方案设计上摒弃"乌托邦"式的理想化倾向,在价值取向上,关注教育发展的可能性,并以制度变革作为教育发展的切入点,寻求观念更新与制度变革的良性互动。The scientific development of education must be based on the correct educational problem consciousness.The education reformation must abandon＂utopia＂idealistic tendencies,focus on the possibility of education development,take institutional change as breakthrough,and seek the benign interaction of renewing ideas and institutional change.
