摘 要:为保证港口危险品安全作业,提高政府监管部门的服务质量和监管效能,有效避免危险品谎报、瞒报等现象,提出基于车船动态的港口危险品全程监管。通过获取所接入的进出港危险货物运输车辆动态监测轨迹、进出港船舶动态轨迹、港口经营人作业数据(装卸、过驳、存储、进出港等),建立涵盖货物作业、车辆/船舶运输、包装、拆箱和存储作业全过程的监管体系,并实际应用于我国东部某港口,验证系统的可行性。To keep the safety of dangerous cargo operation in port,improve the service quality and supervision efficiency of government and avoid the lying and concealing phenomenon of dangerous cargo,the whole process supervision of dangerous cargo in port with van/vessel location is put forward. By getting the dangerous cargo van/vessel dynamic location and the port operation information which include loading,unloading,storage and so on,the whole process supervision is built,which covers the operation of dangerous cargo in port,van/vessel transportation,packing,unpacking and storage. The system is used at a port in eastern China and its validity and feasibility are tested.
