摘　　要：阐述了全面从严治党的科学内涵，针对目前高校基层党组织落实从严治党存在的主要问题，结合实践经验，从严格落实治党责任、加强思想理论建设、从严作风治理以及健全考评制度等途径，发挥二级院系党总支的政治核心力量，高标准推进高校基层党建工作，夯实高校党组织的战斗力。The problems of the grass-roots party organizations of universities are analyzed based on the compre- hensive elaboration strictly on scientific connotation. Furthermore, solutions to the problems are offered with practical experience, including but not limited to, strict implementation of Party responsibility, strengthening ideological and theoretical construction,improving the evaluation system,emphasizing the core of superior Party organization＇ s po- litical power and,promoting the work of Party construction of a high standard.
