摘  要:残疾人高等教育是特殊教育的重要组成部分,残疾人如何通过高考选拔进入高等院校接受高等教育,成为教育行政部门及考试机构越来越关注的问题。文章梳理了20世纪80年代以来我国有关残疾人高考的法律规定,对目前残疾人参加普通高考时存在的问题进行总结并提出对策建议。文章提出,我国应加快制定残疾人高考的测验公平性标准、建立健全残疾人普通高考测验公平性审查机制、完善残疾人普通高考测验便利管理规范、加强普通高考测验便利的科学研究,以保障残疾人高考服务的质量与公平。Higher education for disabled persons is an important part of special education,and how disabled persons receive higher education through the national college entrance examination is increasingly heeded by educational administrations and testing organizations. This article reviews the existing legal provisions on the college entrance examination for candidates with disabilities since the 1980 s in China,summarizes problems of the current college entrance examination for candidates with disabilities,and provides available solutions. The authors propose that to promote the quality and fairness of the college entrance examination for candidates with disabilities,it is necessary to accelerate the formulation of the standard for the college entrance examination for candidates with disabilities establish a mechanism for test fairness inspection,and improve the management and study of testing accommodations.
