摘　　要：介绍了国际上自然保护地治理模式的发展趋势,分析了中国自然保护区当前政府控制型治理模式下的主要问题,提出在当前政府职能转变、基本公共服务均等化的背景下中国国家级自然保护区应采取多方共治模式的构想,阐述了采取这种多方共治模式的深层理论依据,针对共治机构、共治各方权利义务等具体内容对这种多方共治模式提出了初步设计,是针对中国自然保护区治理模式转型的一次有意义的理论探索。The global trend of governance models for protected areas are firstly introduced in this paper,then the current status of Chinese nature reserves governance is analyzed,thus the multi-stakeholders shared governance model is proposed based on the present social background. The reason why we need this multi-stakeholders shared governance model are demonstrated from different theory perspectives. Moreover,the governance structure,the rights and responsibilities of key stakeholders of the new shared governance model are designed primarily,which is one meaningful discussion for the reform of governance model in Chinese nature reserves management.
