制度质量如何影响中国攀升全球价值链

摘　　要：针对中国攀升全球价值链,学术界更多关注本土要素升级、高级要素培育以及发展高级生产性服务业等作用。本文认为,相比传统的以最终产品为界限的分工模式,在以"价值增值环节"为界限的全球价值链分工模式下,制度质量可能成为比较优势更为重要的来源,尤其是价值链中的高端环节,对制度质量的要求更为"敏感"。以分工演进为切入点,本文从理论上分析了制度质量影响价值链分工的微观机制。在此基础上,利用1993年至2010年我国区域层面的面板数据,并分别运用OLS法和TSLS法进行了静态面板数据固定效应计量分析,以及运用系统GMM法对动态面板数据进行了计量分析,结果揭示了制度质量的完善程度对于中国攀升全球价值链具有显著的正面影响。此外,我们的实证研究还发现,对外开放度、人力资本、资本有机构成、基础设施以及外资利用也对中国攀升全球价值链起到了一定积极作用。据此,适应开放型经济发展新要求,在进一步扩大开放中不断完善制度质量,有助于中国加速攀升全球价值链。Much research on how to move to a higher end of the global val- ue chain （GVC） focuses on the important impacts of improving local factors qual- ity, cultivating advanced factors and developing advanced producer＇ s service in- dustry. This paper argues that, compared with traditional global division whose boundary was final product, global value chain division will make institution qual- ity much more important in determining comparative advantages, and the higher end of GVC is particularly more sensitive to institution quality. From the point of labor division evolution, this paper presents a theoretical analysis on the mi- cro mechanism of institution quality impact on GVC, on the basis of which, an empirically analysis is further conducted based on China. The ensued econometri- cal test results are a strong support for the theoretical conclusion that institution quality significantly and positively affects China＇ s position on GVC. In addi- tion, econometrical results also suggest that other factors including openness, hu- man capital, organic composition of capital, infrastructure and FDI, all are posi- tively correlated on the position. The paper concludes by explaining some policy implications.
