摘  要:绩效管理的思想精髓在于以人为本,而本质是激励、引导人们去实现预定目标。全面而有效地绩效沟通,既包含税务部门向公众传递与反馈诸如机构的组成、职能、政策与法规、办事规程、重大决策过程等信息;又包含公众向税务部门传递与反馈诸如服务质量、种类需求以及服务满意度等信息。合理的沟通能够及时排除绩效管理过程中的障碍,形成绩效管理的正确导向,澄清绩效管理的误区,倡导绩效持续理念,培育绩效先进文化,最大程度地提高组织整体绩效,同时提高被考核者的参与积极性,减少考核过程中的摩擦和阻力。遵循税收绩效面谈基本原则,构建和完善绩效沟通四阶段模型,发挥沟通的绩效管理桥梁和“润滑剂”作用,并通过确立“结果导向”的税收绩效评估与沟通引导,持续把握“文化、规范、沟通、发展、创新、过程”呈现的新常态,由此推动税收绩效管理与沟通路径趋于更科学、更公正,也更加具有生机和活力。the essence of performance management is people-oriented, and nature is the motivation, guide people to achieve the intended target. Comprehensive and effective performance communication, includes both the tax department to the public the composition of transmission and feedback, such as organization, functions, policies and regulations, work procedures, important information such as the decision making process; Transmission and feedback and the public to the tax department, such as the type, the quality of service demand and service satisfaction of information. Reasonable communication can eliminate obstacles in the process of performance management in time, to form the correct guidance, performance management to clarify the misunderstanding of performance management, advocate the performance concept, cultivating advanced culture performance and maximize the overall performance, while improving be assessed participation e^athusiasm, reduce the friction and resistance in the process of assessment. The basic principles, tax interview will build and improve the performance communication four stage model and communication Bridges and "lubricant" .effect of performance management, and establish "result oriented" tax guidance, performance evaluation and communication continue to grasp the "culture, norms, communication, development, innovation, process" of the new normal, thus promote the tax performance management and communication paths tend to be more scientific and more just, more has the vigor and vitality.
