摘　　要：农村教育综合改革、城乡教育均衡发展及城乡教育一体化都是在政府统筹下进行的综合性改革,但三者在产生的最初背景,改革的理念、目的、对象、内容与初始结果上有区别。同时,农村教育综合改革是实现城乡教育均衡发展和城乡教育一体化的必要手段和前提条件,从农村教育综合改革到城乡教育均衡发展、城乡教育一体化是一个不断走向科学化的发展过程,三者是交融共生的一体关系,只不过各有侧重而已。The balanced development and integration forms the government‐administered comprehensive reform of the rural education ,whose conceptions ,aims and contents initially differ .Meanwhile ,the comprehensive reform acts as the premise and necessity for the realization of the balanced development and integration .In addition ,the reform also reflects a scientific process whereby they are interlinked ,each with its unique focus .
