摘　　要：目的:评价2012年广西153家县级公立医疗卫生机构的工作效率,分析卫生机构运行指标对各类医院运行效率的影响程度。方法:采用文献分析法筛选出影响医疗卫生机构运行效率的评价指标。再运用数据包络法(DEA)分别评价各类卫生机构运行效率并以此作为三层神经网络模型的输出指标,采用神经网络模型对卫生机构运行效率指标进行评价。结果:县级综合医院、中医院和妇幼保健院运行效率达到DEA相对有效分别占各自总体的34.43%、42.5%和30.77%,而对这三类卫生机构运行效率评价影响最大的指标分别为:"归一化总资产收益率"、"非负债率"和"医疗收入占业务收入的比例",其重要性分别占到0.42、0.59和0.25。结论:广西县级妇幼保健院整体工作效率有待提高,另外受各卫生机构的性质影响,同一评价体系中的各类指标对评价机构运行效率的影响程度也不尽相同,所以卫生机构管理者在考评各类指标时应结合本院性质有所侧重。Objective To evaluate the 153 county-level public medical and health institutions work efficiency in Guangxi of 2012, and analyze the influence of operation index of health institutions on operation efficiency of hospitals. Methods Using litera- ture analysis to screen out the evaluation indicators that influence the efficiency of medical and health institutions. Then the DEA operating was used to evaluate the efficiency of various health institutions and which as output index of three layer neural network model. The model of neural network operation was used to evaluate the index of health institutions efficiency. Results County Gener- al Hospital, Chinese medicine hospital and the maternal and child health hospital running,efficiency reaches DEA was relatively ef- fective respectively accounted for 34.43% ,42.5% and30.77% of the total respectively, and on the operational efficiency of these three types of health institutions in the greatest impact indicators were：＂ normalized total return on assets＂, ＂non debt ratio＂ and ＂medical income to total business income the proportion of＂, its importance to efficiency respectively accounted for 0.42,0.59 and 0.25. Conclusion Guangxi County Maternal and child health hospital overall efficiency needs to be improved, and in the same eval- uation system, due to the nature of each health institution is not unify, the influence of evaluation system of index of operation effi- ciency of the mechanism are not the same,so health managers should be combined with the Institute for various index has been fo- cused on nature in development planning for the school.
