摘　　要：大学章程建设是现代大学制度建设的重要组成部分。文章通过分析大学章程建设存在的问题及其原因,从界定外部关系、厘清内部权力、凸显学校特色、完善制定程序和加强研究宣传等方面,提出了加强大学章程建设的对策和建议。The establishment of university statutes plays an important role in the construction of mod- ern university system. In this paper, the problems in the process of establishing university statutes as well as the causes are analyzed. Meanwhile, the strategies and suggestions to strengthen the estab- lishment of university statutes are discussed in view of the definition of external relations, the clarifi- cation of internal authorities, the highlight of university features, the improvement of relative proce- dure, and the enhancement of research and propaganda.
