港口、产业及城市联动发展研究——基于系统要素、结构、环境的视角

摘　　要：中共十八大将海洋资源开发、海洋经济建设、沿海经济带建设、新型城镇化建设和区域经济协调发展确定为国家经济社会发展战略。在此背景下,把港口、产业、城市作为系统,实施港口(群)、产业(群)、城市(群)联合互动发展是沿海地区经济发展的有效途径。定义了港口、产业、城市联动系统的属性,界定系统输入要素、输出要素、功能,划分了港口、产业、城市三大子系统的内部要素。构建了地级市内港口、产业、城市相互作用的系统结构概念模型和外部环境概念模型;构建了彼此邻近的若干地级市的港口群、产业群、城市群相互作用的系统结构概念模型和外部环境概念模型。重点分析了经济要素与非经济要素的互动发展,地级市之间在港口、产业和城市发展中的竞争与合作,沿海地级市与内陆地级市的互动发展。Developing ocean resource,constructing ocean economics,constructing coastal ocean economic belt,constructing new- type urbanization and coordinating regional economical development were decided national strategic countermeasures by CCP at her 18 th national congress. On the background of national strategic countermeasures,port,industry and city being considered as a system to strengthen integrated development among them,is an effective countermeasure for coastal areas. This paper defines attribution of port- industry- city System,defines input factors,output factors and functions of the system,and defines factors of subsystem of port,industry and city. The paper analyses relationship among port,industry and city in a municipality,and the system’s environment which is composed of port,industry and city. The paper also analyses relationship among port group,industry cluster and city group in municipalities,and the system’s environment,which is consist of ports group,industry cluster and city group. Especially,that cities compete and cooperate on ports,industries and cities construction,coastal cities and non- coastal cities develop interactively,and economical factors and non- economical factors develop interactively are analyzed in this paper.
