摘　　要：根据能力内涵的特性,公共服务能力是指公共服务供给主体所具有的生产公共产品、提供公共服务的内在客观要素及其主观意愿。而公共服务供给能力则是公共服务能力的动态化,是静态的、潜在的公共服务能力在公共服务供给过程中的表现及其结果。作为公共服务能力表现结果的公共产品、公共服务,一般具有直观的、可测量的特点。According to the properties of the connotation of the ability, public service ability refers to the objective elements and subjective intention of the main body which supplies public service to product public goods and public services. And the public service supply capacity is the dynamic ability of public service. It＇ s performance and results are the static, potential ability of public service in the course of the public service supply. As a result of the performance of public service capacity, the public products and public services gen- erally are intuitive and measurable.
