摘　　要：高校科研绩效评价是培养创新型人才及建设创新型国家的重要推动手段,也能为高校科研管理和政府重大项目决策提供参考依据。介绍了国内外科研绩效评价体系的研究现状、评价方法以及评价指标体系,分析了国内在科研绩效考核方面与发达国家之间的差距及存在的问题,借鉴国外经验,构建了基于"第三方机构"的科研绩效评价体系。University＇s scientific research performance evaluation, which is an important measure for cultivating the innovative talents and build an innovative country, can provide reference for university＇s scientific research management and government＇s decision-making of major projects. This paper introduces the research status,evaluation methods and evaluation index system of domestic and foreign scientific research performance evaluation systems,analyzes the gap between China and developed countries in aspects of scientific research performance evaluation and the existing problems,and using the foreign countries＇ successful experiences for reference,builds a scientific research performance evaluation system based on the third party institution.
