摘　　要：以矩阵式安全控制体系和4E安全闭环思想为指导,在对与城市轨道交通密切相关的法律法规梳理的基础上,创建指标体系原型,通过细化原型形成评估指标体系。采用层次分析法与专家评分法相结合的方法确立评估指标权重,根据不同指标性质设计计分模型,最终形成涵盖评估指标、指标支撑、指标分值、指标类型、评估标准、评估方法等多项内容的北京地铁安全管理能力综合评估体系。Under the guidance of matrix safety control system and＂4E Safety Loop Thought＂,and on the basis of carding the laws and regulations related closely to urban rail transit,the author creates the prototype of index system,forms the evaluation index system by refining the prototype,establishes the evaluation index weights by using the method of AHP and Delphi,designs the index scoring model according to different natures of indexes and finally obtains the comprehensive evaluation system of Beijing Metro safety management capability which covers the evaluation indexes,supporting systems of indexes,index scores,index types,evaluation standard,and evaluation methods.
