民族互嵌理论新思考

摘　　要：民族互嵌社会结构及社区环境的建构是新时期我国民族工作又一创举。民族互嵌社会结构和社区环境的建构不能仅仅停留在利益共同体和情感共同体的层面,而是要以建构命运共同体为价值追求。民族互嵌不仅仅是形式互嵌,更是文化、经济、生态等的互嵌,在民族互嵌社会结构和社区环境建构的过程中,我们应该避免几个误区:一是民族问题是治理策略问题,而不是社会结构问题;二是解决民族问题认为融合能解决一切;三是把国外民族互嵌模式奉为神坛;四是重形式互嵌,而不注重人口结构的调整。基于此,结合我国国情、省情和区情,建构民族互嵌社会结构及社区环境:一是坚持以现代文化为引领,共筑民族互嵌的先导;二是民生工作继续深入推进是实现民族互嵌的根基;三是深入挖掘我国民族地区互嵌本土经验实现真正互嵌的精髓,真正建构起一个相互包容、相互尊重、和谐共生的命运共同体。The construction of ethnic mutual embedded social structure and community environment is a new initiative of China＇ s national work in the new period. Rather than staying on the levels of building an interests community and emotional community, the construction of ethnic mutual embedded social structure and community environment should served the construction of a destiny community as the pursuit of value, including not only the mutual embeddedness in terms of the form but also the mutual embeddedness of cul- ture, economy and ecology. Several errors ought to be avoided in the course of this construction, i.e. the national problem is a problem of governance strategy, rather than a problem of social structure, fusion can solve all problems, the ethnic mutual embeddedness in foreign countries is served as an altar, attentions are paid to the form of ethnic mutual embeddedness rather than the adjustment of population structure. Based on this and in the combination with the national, provincial and regional conditions of our country, the follow- ing measures should be taken in the construction of ethnic mutual embedded social structure and community environment in order to build a truly mutual tolerance, mutual respect, harmonious coexistence destiny corn-munity, the essence of mutual embeddedness ： adhering to the modern culture as the lead in the building of ethnic mutual embeddedness jointly, the continuous promotion of people＇ s livelihood, the foundation to re- alize ethnic mutual embeddedness, further excavating the local experience in minority areas of our country.
