高校安全稳定综合治理体系构建研究

摘　　要：在新形势下,高校安全稳定事件日益呈现出社会性、区域性、发酵性、复杂性、非同步性等特征,完善的高校安全稳定治理体系主要包括以人为本、主动服务师生的安全稳定工作服务保障体系,责任明确、分工合作的安全稳定工作防范体系,科学规范、全面细致的安全稳定工作管理制度体系,全员参与、全程覆盖的安全稳定工作教育教学体系,周密细致、高效适时的安全稳定工作科学预警体系和整体防控、快速反应的安全稳定工作应急处置体系。In the new situation,the security and stability events in universities increasingly become social,regional,fermentative,complicated,asynchronous,and so on. The perfect security and stability governance system of universities includes the people- oriented,active service security system for teachers and students,the prevention system with clear responsibilities and close cooperation in an appropriate division of labor,scientific and standardized,comprehensive and detailed system of security and stability management system,the all-round management system with scientific norms,the education system with all members＇ participation and full coverage,the careful,timely and efficient early warning system,and the quick response system with overall prevention and control system.
