基于DEA方法的云南省高技术企业创新效率的探讨

摘　　要：首先基于创新效率的现有研究成果,构建高技术企业创新效率评价指标体系与模型。然后结合所获取的数据,运用DEA方法,对云南省2009-2014年高技术企业的创新效率进行综合评价与分析。结果表明:云南省高技术企业创新效率中等偏上,在六年的效率评价中,有四年是有效的,云南省的高技术企业有两年的投入冗余,而研发工作人员和研发经费投入比例不合理是导致云南省高技术企业非DEA有效和创新效率偏低的根本原因。最后提出相应政策建议。First of all, based on the existing research results of innovation efficiency, the evaluation index system and model of high- tech enterprise innovation efficiency is built. Then combined with the acquired data, using DEA method, the innovation efficiency of high- tech enterprises in Yunnan province from 2009 to 2014 is comprehensively evaluated and analyzed. The results show that the high-tech enterprise innovation efficiency in Yunnan province is above average. In the six years of efficiency evaluation, four years are effective, which means two years of investment redundancy in high-tech enterprises. The unreasonable investment proportion of R ＆ D personnel and R ＆ D expenditures is the root cause of the low efficiency in innovation of high-tech enterprises in Yunnan province. Finally the corresponding policy recommendations are put forward.
