我国出口水产品遭遇的技术性贸易措施及对策

摘　　要：水产品是我国农产品中最具出口竞争力的产品之一,但近年来不断遭遇国外技术性贸易措施,严重制约了水产品出口贸易的发展。通过对水产品出口贸易情况的研究以及出口受阻情况的分析,遭遇的技术性贸易措施主要来自日本、美国、欧盟和韩国等4大出口市场,品质不合格、农兽药残留和微生物污染是出口水产品被通报的主要原因;通过对当前水产品出口面临的主要技术性贸易措施的分析,从完善技术性贸易措施法律法规体系建设、加强技术标准体系和技术性贸易措施保障体系建设、提升水产业结构、发挥行业协会作用、保障产品质量安全、提高水产品附加值及促进出口市场多元化等提出应对国外技术性贸易措施的对策。The export of aquatic products has become one of the most export competitiveness agricultural products in China. But in recent years,the foreign technical trade measures upgrade continuously has seriously restrict the development of aquatic products export trade. On basis of research and analysis of aquatic products export trading and its hindrance,technical trade measures suffered mainly from Japan,the United States,the European Union and South Korea,substandard quality,pesticide and veterinary drug residues and microbial contamination are the main reasons for the export of aquatic products to be notified. The article analyzed the main technical trade measures of the current export of aquatic products suffered. And then put forward the countermeasure of how to deal with foreign technical trade measures,such as improve the technical trade measure from the legal system,enhance the construction of the technical standard system and technical trade measures,improve aquaculture structure,play a role of industry association,guarantee product quality and safety,improve the added value of aquatic products and promote export market diversification.
